GCC Cross-Border Building Material Trade: Customs, Duties, and Documentation Guide

GCC countries share a unified customs union that significantly simplifies cross-border trade for construction materials. Understanding the GCC Common External Tariff, country-of-origin requirements, and exemptions helps you plan international orders from Benna more effectively.

GCC Customs Union and Zero Tariffs

Under the GCC Customs Union, goods manufactured in Saudi Arabia and exported to other GCC countries (UAE, Kuwait, Bahrain, Qatar, Oman) are generally exempt from import duties. This zero-tariff benefit applies to products with a minimum of 40% value added in Saudi Arabia, making Saudi-manufactured building materials highly competitive in regional markets.

Certificate of Origin Requirements

To claim zero-duty GCC origin status, you need a Certificate of Origin issued by the Saudi Chamber of Commerce. This document confirms that the goods were manufactured in Saudi Arabia. Benna can assist corporate customers in obtaining Certificates of Origin for large international orders.

Documents Required for GCC Construction Material Exports

  • Commercial invoice with product details, quantities, and HS codes

  • Packing list showing weights and dimensions of each package

  • Certificate of Origin (GCC form)

  • MSDS for chemical products (adhesives, sealants, waterproofing compounds)

  • Bill of Lading or Air Waybill for international transport
